Dear Peter,

thank you for your kind note. I understand your frustration because the
Web site is not the easiest thing to navigate - it is not intuitive
enough, but as I currently understand it, in these years of economic
slowdown, little or no funding is currently available to re-design the
site from scratch.

With the list of current current comment period on:

http://www.icann.org/en/public-comment/

you can click on the subject you wish to comment on.
If a subject is still in the comment period, you will then have a bar:

Click on "Add a comment" and this will open a window depending on your
type of mailer you are using, which includes the email address that the
comments are sent to.
The comment will appear within 24H.

I am sorry, but I am not knowledgeable enough about IDNs to provide you
with feedback re: future DNS & IDNs.
